Research and Data Management – Implementation Lead

The Chiefs of Ontario is looking for a qualified and motivated individual for the position of Implementation Lead. Working with Executive Project Lead, Ontario Data Champion Team (DCT), the Implementation Lead acts as an advisor on strategic matters and deploys specialized expertise for the development and implementation of the First Nations Data Governance Strategy (First Nations Data Governance Strategy – The First Nations Information Governance Centre (fnigc.ca) (the Strategy). The Strategy seeks to achieve the vision for First Nations’ data sovereignty in Ontario and the development of a “made in Ontario” Information Governance Centre (IGC). In particular, the Implementation Lead is responsible for the implementation of several key work streams in Ontario’s Regional Action Plan for Phase One of the Strategy comprised of several work streams leading to a Phase Two Business Case.

DUTIES AND RESPONSIBILITIES:

Working with the Project’s Executive Lead, and as a part of the Data Champion Team the Implementation Lead is responsible for cohesive implementation of key work streams including:

Engagement Strategy

developing an engagement strategy or approach including the necessary awareness and education to support community readiness
Identify recognized practices, guidelines, templates, and tools to support engagement and needs assessment within Ontario region
Advise and support development of frameworks and assessment tools to support Ontario region in implementing this aspect of the Regional Action Plan
Develop key questions, resources, materials and activities to support engagement (workshops, presentations, focus groups, etc.)
Recruit, train and oversee the engagement team tasked with carrying out the engagement strategy alongside the Executive Lead, Policy and Research Analyst and the Knowledge Mobilization Officer
Provide risk mitigation expertise and recommendations for consideration as engagement is undertaken

Communications, Awareness, Education

Develop and implement a communications plan, as well as an awareness and education strategy with the advice of the Data Champions Advisory Committee
Maintain regular communications with the DCT and DCAC to report on strategy implementation progress and seek direction
Advise, support coordination of the Data Champion Advisory Committee meetings to advance Phase 1 implementation
Cultivate and strengthen relationships with communities and regional First Nation organizations

Development of Phase 2 Business Case

Support the analysis of key engagement findings using recognized methods and research tools such as NVivo and support the development of the Phase 1 report
Advise, support, and co-develop the assessment and prioritization of capacity needs of key stakeholders and partners at the within Ontario to inform the development of Phase 2 business plan
Advise and develop an integrated business case for Phase 2 investments based on input from Stream 1 to 4
Assess and manage multiple priorities from various stakeholders as well as PTOs, TCs, FNs and other rights holders

Qualifications:

A graduate degree and a minimum of 5 years’ experience working in the area of First Nations issues.
Knowledge of First Nation traditions cultures and values; understanding the history and relationship between First Nations and the Crown.
Experience working with First Nations communities and/or organizations is an asset.
Knowledge of data governance principles for First Nations data in Ontario.
Working knowledge of First Nations governance structure, traditions, culture, values, and history of the relationship between First Nations and the Crown
Ability to communicate clearly and respectfully with Leadership, government officials, First Nations Data Champions Advisory Committee members and Chiefs of Ontario staff, etc.
Strong interpersonal skills and ability to work in a team setting within the organization and with external agencies
Ability to work independently and meet tight deadlines
Experience in research, analysis and report writing.
Knowledge of research ethics and research strategies for funding such as Canadian Institutes for Health Research (CIHR) as well as Network Environments for Indigenous Health Research (NEIHR)
