Call for Proposals – Targeted Labour Market Program

The Department of Family Services is now accepting proposals for the Targeted Labour Market Program (TLMP) to be delivered in the 2026-2027 fiscal year, beginning any time on or after April 1, 2026.

The TLMP supports training and employment initiatives that respond to Nunavut’s labour market needs and help Nunavummiut gain the skills required to participate fully in the workforce. With Nunavut’s young and growing population, persistent labour shortages, and limited access to training in many communities, the program prioritizes initiatives that expand access, reduce barriers, and strengthen community‑based capacity.

Eligible applicants include non‑profit organizations, training institutions, municipal corporations, and Inuit organizations.

To ensure funding supports the areas of greatest need and impact, priority will be given to proposals that:

  • Offer programming in Inuktitut, supporting language revitalization and improving accessibility for learners across Nunavut.
  • Deliver training in smaller communities outside Iqaluit, Rankin Inlet, and Cambridge Bay, where access to training opportunities is often limited.
  • Support trades and mining‑related training, reflecting the territory’s growing resource sector and the demand for skilled workers.
  • Provide training and employment programs for persons with disabilities, recognizing the limited availability of accessible training options in Nunavut.
