Inuvialuit Regional Corporation announces new chief corporate affairs officer

We are pleased to announce that Robert (Bob) St-Jacques has joined Inuvialuit Regional Corporation as the inaugural chief corporate affairs officer (CCAO), reporting to the chair and CEO. The role is a newly created executive position established to consolidate IRC’s legal, governance, and organizational development functions, and to support emerging Department of National Defence (DND) initiatives in the Western Arctic.

St-Jacques brings 35 years of experience across an unusual combination of roles: soldier, political advisor, international employment and commercial lawyer, and people operations executive. He has worked across 29 countries on four continents, supporting complex organizations and governments through the kind of jurisdictionally layered, high-stakes work that defines IRC’s current moment. His career has centred on building institutions that endure: the internal systems, legal foundations and professional frameworks that allow organizations to grow with confidence over the long term.

St-Jacques holds a Juris Doctor from Tulane Law and an MBA from Vlerick Business School. He has also taught as a university professor for nearly three decades, developing the next generation of leaders in law, leadership, change management and HR across multiple institutions.

St-Jacques approaches new environments by listening first, learning from local expertise, and working alongside colleagues on practical solutions. He sees his mandate as building the legal, governance and organizational foundations that allow Inuvialuit leadership to act with confidence, scale and continuity across the strategic horizon ahead. His work serves the priorities set by the IFA and supports IRC’s growth in a way that reflects Inuvialuit values, knowledge and leadership.
