The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.
UNDERTAKING REGISTERED:
St. Lawrence Spaceport Complex (Reg. 2375)
Proponent: NordSpace Atlantic Corporation
The proponent is proposing to develop, construct, and operate a spaceport complex on the Burin Peninsula in the municipal planning area for the Town of St. Lawrence. The project would consist of a launch complex, a 5-kilometre access road, and a mission control centre. The project would support regular small-lift orbital and suborbital launches once operational, for an eventual estimated peak of 20 launches annually.

The undertaking was registered on November 5, 2025. The deadline for public comment is December 11, 2025, and the minister’s decision is due by December 20, 2025.

DRAFT ENVIRONMENTAL IMPACT STATEMENT GUIDELINES AND PUBLIC REVIEW:
Toqlukuti’k Avalon Isthmus Green Energy Project (Reg. 2368)
Proponent: Toqlukuti’k Wind and Hydrogen Ltd.
The proposed Toqlukuti’k Avalon Isthmus Green Energy Project is undergoing an environmental assessment review and an environmental impact statement (EIS) is required. The environmental assessment committee has prepared draft EIS guidelines that identify information that must be included in the EIS. The public is invited to review these guidelines and provide written comments by December 16, 2025. Comments received will be considered before the EIS guidelines are issued to the proponent.

ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:
Avalon Isthmus North Atlantic Refining Corp. Green Energy Project (Reg. 2363)
Proponent: North Atlantic Refining Corp.
The minister has issued the guidelines for the preparation of the environmental preview report (EPR) for the Avalon Isthmus North Atlantic Refining Corp. Green Energy Project. The EPR guidelines document identifies the information that the proponent will be required to address. The EPR guidelines are available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/ecc/projects/projects-2363/.

Bloomfield Resource Road Multi-Use Trail (Reg. 2372)
Proponent: Discovery Trail Snowmobile Association Inc.
