The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

Undertakings Registered:

Crown Zone 8 Five-Year Forestry Operating Plan Harvesting Amendment (2023-2027)
Proponent: Department of Forestry, Agriculture and Lands        (Reg. 2404)

The proponent is proposing an amendment to the Zone 8 Five-Year Operating Plan (2023-2027) for Districts 17 and 18 that would increase harvest areas in response to the Spruce Budworm outbreak. Forest Management Planning Zone 8 extends from Gros Morne National Park in the south to St. Anthony in the north. The amendment is necessary to salvage silviculture treated stands.

The undertaking was registered on April 16, 2026. The deadline for public comment is May 22, 2026, and the minister’s decision is due by May 31, 2026.

Town of Victoria Route 70 Water and Sewer Main Replacement (Reg. 2403)
Proponent: Town of Victoria

The proponent is proposing to replace and upgrade the municipal water distribution and sanitary sewer infrastructure along approximately 825 metres of Route 70. The project would involve the installation of a high-density polyethylene watermain beneath the riverbed, replacement of sanitary manholes, and associated roadway restoration, all within the existing municipal right‑of‑way. The project would cross the Salmon Cove River, a scheduled salmon river.

Triple Falls Trailer Park Expansion                                                      (Reg. 2402)
Proponent: Pasadena Equipment Services Inc.

The proponent is proposing to expand the Triple Falls Trailer Park by 25.5 hectares. The project is located 8.5 kilometers south of St. Anthony. The proposed expansion would include the development of approximately 50 new recreational vehicle campsites and 30 tenting sites. Additional amenities would include hiking trails, a playground, upgrades to laundry services, public washrooms and showers, and a sewer dumping station.

Barachois River Bridge Quarry                                                             (Reg. 2389)
Proponent: Farrell’s Excavating Ltd.

The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2389/.

Upper Humber River Residential Subdivision                                   (Reg. 2335)
Proponent: Valleyview Estates Limited

On April 14, 2026, the minister advised the proponent that the Water Resources Management Plan for the project was reviewed and found to be acceptable. The Water Resources Management Plan was required by a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at:  www.gov.nl.ca/eccc/projects/projects-2335/.
