As part of its 2024-2026 Forward Regulatory Plan, Natural Resources Canada (NRCan) recently sought input from Indigenous groups, including the BC Métis Federation (BCMF), regarding proposed Indigenous Ministerial Arrangements Regulations (IMAR). The IMAR are a feature of the Canadian Energy Regulator Act (CER Act) that would enable the federal government to enter into arrangements with Indigenous Governing Bodies (IGBs) for carrying out the purposes of the CER Act.
An Indigenous governing body is defined in the CER Act as a council, government or other entity that is authorized to act on behalf of an Indigenous group, community or people that holds rights recognized and affirmed by section 35 of the Constitution Act, 1982.
BCMF is pleased to share its views and recommendations regarding the role of IGBs in the context of the CER Act and the proposed IMARs. BCMF’s submission reflects the collective voice of BCMF members and its Partner Communities in British Columbia, addressing key issues related to Métis governance, engagement, and participation in CER-regulated projects.
