Treaty One Territory, Winnipeg, Mb -Manitoba Keewatinowi Okimakanak (MKO) condemns the use of excessive and violent force displayed by a security guard against an Indigenous man, seen in a publicly circulating video at a retail location in Winnipeg. The incident is deeply disturbing and reflects a broader, long-standing pattern of racial profiling and discrimination of First Nations people in retail and other public spaces.
“What we are seeing is not an isolated incident. It reflects systemic racism that First Nations people continue to experience at the hands of security personnel and other authorities. Even where theft is alleged, violence is not justified,” said Grand Chief Garrison Settee.
MKO condemns the use of force, racial profiling, and discriminatory practices by private security and loss prevention personnel. MKO is calling for accountability from the employer of the security guard involved, as well as from the Province of Manitoba as the regulatory authority responsible for licensing private security personnel. MKO urges an immediate review the use-of-force policies, and an accounting of displayed and concealed weapons used by security personnel. There must be a review of cultural safety requirements, and oversight mechanisms, including complaint and disciplinary processes when force or discrimination is alleged.
Importantly, long‑term answers lie in addressing poverty, strengthening social supports, and stopping the racial profiling that persists despite repeated calls to eliminate discrimination and racism. MKO will continue to advocate with provincial authorities, security and policing services, to bring systemic change to ensure First Nations people are treated with fairness and respect.
