Emergency Management Program Coordinator

The Wolastoqey Tribal council is currently seeking an Emergency Management Program Coordinator. Reporting to the Emergency Management Manager and Tribal Council Executive Director. The successful candidate will coordinate emergency management capacity enhancement and crisis response activities (planning, preparedness, and response). The anticipated start date for this position is April 3rd, 2023.
Key Responsibilities:
· Assist as needed in communication material and present to Wolastoqey communities on emergency preparedness.
· Assist, when appropriate, with the implementation of the individual participating community’s emergency management plans.
· Research, review and work with participating First Nation communities to support in the preparation of a variety of emergency management documents, including policies and procedures.
· Participate in training, workshops, and mentoring, as identified in personal learning plan.
· Support in the undertaking of threat, risk, vulnerability assessments (TRVA) and make mitigation recommendations: Including performing ongoing environmental scans and TRVAs for food security/safety, warming shelters, back-up generators, demographics (vulnerable population)
· With The Emergency Management Manager, Build partnerships with federal, provincial, municipal and NGOs (e.g., Red Cross)
· Assist in enhancing community EM capacity in Emergency Management Planning and the hosting of training sessions
· Assist in the drafting of funding proposals on behalf of the communities/organization and fill out funding applications.
· Help to coordinate and allocate emergency management related funding.
· Support in maintaining the following;
• up to date and practised all Emergency Preparedness Plans (EPP).
• List of all partners in EPP for each member community.
• List of stakeholders for every section of member communities EPP work plan.
• Detailed meeting reports (agenda’s minutes).
• Plans/progress reports for EPP plan development/updating.
• Community contact list that describes how to reach community EPP staff (including
health staff) in case of an emergency.
• Summary of outstanding issues related to EPP in each community for emergencies/outbreaks.
• Assessment/evaluation of preparedness in emergency scenarios.
• Needs assessment of community in terms of readiness of response capability.
• Federal and Provincial agreements concerning roles and responsibilities in crisis events.
• Training for emergency preparedness.
Educational and Training Requirements:
Note: Personal suitability will also be considered during the hiring process. wtci may consider candidates that initially may not have all the experience and knowledge requirements. In that case, training and development opportunities will be identified for the candidate’s long-term success.
· Completion (or willingness to complete) of formal training or qualifications in emergency management
· Bachelor’s degree or diploma in related field (Arts, Business, Science, Environmental Science or Emergency Management) is considered an asset.
· Training in areas of Crisis Intervention–positions that require instant critical thinking would also be considered an asset.
Experience, Attributes and Skills:
· Experience in Emergency planning, preparedness, and response to emergency events (i.e. natural disasters, pandemics, severe weather events and crisis response)
· Experience preparing situation reports
· Knowledge of emergency management theories and principals
· Ability to analyze information, make appropriate recommendations and provide advice to First Nation communities
· Experience providing advice and recommendations to senior leadership
· Ability to prioritize, organize and to work independently and to perform well with minimal
supervision
· Ability to maintain composure and be a calming influence
· Experience working within First Nation communities
· Ability to work with various levels of government, First Nations communities and other key partners
· Excellent work ethic and is outcome driven
· Prior public speaking and/or workshop facilitation experience
· Excellent leadership and communication skills
Other Requirements:
· Valid Class 5 Driver’s license, insurance, and access to a vehicle.
· Willingness to travel.
· Applicants may not be holders of elected political office

Remuneration is commensurate with qualifications and experience. The general salary range is $48,000.00 – $63,000.00. The Wolastoqey Tribal Council offers competitive salaries and benefits to our employees. Working locations are Eqpahak Centre and Kchikhusis Commercial Centre, Sitansisk (St. Mary’s First Nation).
