2017 NGTL System Expansion Project

Project Information

NOVA Gas Transmission Ltd. (NGTL) filed its regulatory application for the 2017 NGTL System Expansion Project (Project) on 31 March 2015. NGTL proposes to construct and operate new gas pipeline facilities in northern Alberta as part of its existing NGTL System. The expansion would include five new and separate pipeline section loops, totaling 230 kilometres, and the addition of two compression facilities. Approximately 90% of the project would parallel existing linear disturbances, such as pipelines and roads. The new facilities would consist of:

  • Northwest Mainline Loop – Boundary Lake Section (approx. 91 km)
  • Northwest Mainline Loop – Bear Canyon Section (approx. 27 km)
  • Grande Prairie Mainline Loop No. 2 – McLeod River Section (approx. 36 km)
  • Liege Lateral Loop No. 2 – Pelican Lake Section (approx. 56 km)
  • Kettle River Lateral Loop – Christina River Section (approx. 20 km)
  • Alces River Compressor Station Unit Addition
  • Otter lake Compressor Station Unit Addition

Project Updates

  • Oral traditional evidence sessions will be held between October 27 and November 5, 2015. Live audio broadcast of the sessions will be available.

Applying to Participate

The Application to Participate (ATP) process was held from 18 June to 9 July 2015. The process is now closed.

The Board will decide if late applications will be accepted and whether you will be allowed to participate. Please contact the Process Advisor to discuss the filing process for a late application to participate.

Process Advisor – Support to Hearing Participants

The Process Advisor’s role is to support the public (e.g., landowners, concerned citizens, environmental non-governmental organizations) and the Aboriginal groups that are participating in public hearings. The NEB offers a series of Information Sessions to those who have an interest in learning more about the Board and its processes.

Topics:

  • Application to Participate: Information about who may participate in the Board’s hearing, methods of participation the roles and responsibilities of participants and a step-by-step tutorial about the application form.

List of Issues

The Board has identified, but is not obliged to limit itself to, the following issues for consideration in the hearing with respect to the construction and operation of the proposed 2017 NGTL System Expansion Project (Project):

  1. The need for the Project.
  2. The economic feasibility of the Project.
  3. The potential commercial impacts of the Project.
  4. The implications of the requested relief under Part IV of the National Energy Board Act, including the distribution of long-term potential tolling and financial risks associated with the Project.
  5. The potential environmental and socio-economic effects of the Project, including those to be considered under the Canadian Environmental Assessment Act, 2012.
  6. The appropriateness of the general route and land requirements for the Project.
  7. Potential impacts of the Project on Aboriginal interests.
  8. Potential impacts of the Project on landowners and land use.
  9. The engineering design and integrity of the Project.
  10. Contingency planning for spills, accidents or malfunctions, during construction and operation of the Project.
  11. Safety and security during construction and operation of the Project, including emergency response planning and third-party damage prevention.
  12. The terms and conditions to be included in any recommendation or approval the Board may issue for the Project.
